b) Slow down to allow the car on the ramp to merge ahead of you.
c) Speed up.
ANSWER:
You should really be in the left lane at this point to get out of the way of merging cars in the right lane. However, if you're still in the right lane, speed up to let the car merge behind you. Stepping on your brakes to slow down in order to let the merging car in may seem courteous but it isn't safe.
